I just recieved this e-mail from a customer service rep at iTMS Canada who offered this advice on buying tunes from anywhere in the world. I thought I'd put it up here in case anyone else finds they need the same question answered. (In this case I already knew the answer, but wanted verification). Enjoy!

You are correct, the limitation on redeeming any item, gift or content from the
iTunes Music Store is:

Your country of residence - which in turn determines which iTunes store you can
set up an accountfor purchases. You may be able to browse and preview on any
of the iTunes Music Stores, but you may only make purchases from and redeem
gifts and gift certificates purchased from the same country's Music Store.

In order for the recipient of a gift certificate to redeem the gift certificate
they must have an account with Canada as the country of residence. Now, for
example - you can as a Canadian resident open an account on the US store if
you have the following:

1. A valid address in the US,
2. A valid billing preference for the US i.e. a Music card, Gift certificate
from the US store, or a Debit card or Credit card from a US bank or financial
institution; and vice versa.

To access the iTunes Music Store that matches your country of residence,
please scroll down to the bottom of the iTunes music store home page, and
choose your country from the "Choose Country" menu. In accordance with the
contracts between Apple, the artists, and the record companies, the iTunes
Music Store is available to customers who reside in any country found in
the "Choose Country" menu.

We accept the following payment methods:
- Visa
- MasterCard
- American Express
- Discover (US only)
- PayPal (US only)
- Solo (UK only)
- Switch (UK only)

You can only purchase music from the iTunes Music Store that matches your
country of residence and your billing address. Each country supports credit
cards iss ued by banks in these countries. For example, a Visa card issued
in the United States can only be used at the U.S. iTunes Music Store and so on.
